Fuel Price Refund Rs2.3/ Unit To PESCO Consumers

Fuel Price Refund Rs 2.30 Per unit For Feburary 2023

NEPRA has announced to refund Fuel Price Adjustment for the consumer of PESCO in the Bill of February 2023. It is due to low cost electricity. The NEPRA asked the DISCOs ( Distributor Companies) to make a negative adjustment in the  bill of February 2023. The relief will be given to the consumer of PESCO as well. The PESCO bill will come in with Billing Month 02-2023 with Negative fuel price adjustment @ Rs. 2.30 per unit.

The Relief will be on the consumption of December 2022 units. The fuel prices vary with the time in every month according to the NEPRA policy. When the prices of fuel increases on international level then the FPA will be credited to the consumer of PESCO and when the prices decreases then the amount of adjustment debited to the Consumers. it vary with time to time to keep thing under defined electricity prices

Applicability:

The authority asked the distribution companies to refund this per unit price to the power consumers in their February 2023 bills. NEPRA notified the decision, which shall be applicable to all the consumer categories except lifeline consumers, domestic consumers using up to 300 units, agriculture consumers and Electric Vehicle Charging Stations (EVCS), consumers of all the power distribution companies (Discos) except the consumers of K-Electric.

“It is hereby clarified that negative adjustment on account of monthly FCA is also applicable to the domestic consumers having Time of Use (ToU) meters irrespective of their consumption level,” reads the NEPRA notification.

Actual Cost Vs Cost Charged:

Actual Fuel Charges Component for December 2022 was registered at Rs7.0027/ per kilo watt hour (kWh) while the corresponding Reference Fuel Charges Component were fixed at Rs9.3193/kWh and the fuel price variation recorded at Rs2.3166/kWh for the month of December 2022.

The National Electric Power Regulatory Authority (NEPRA) on Tuesday slashed the power tariff by Rs 2.31 per unit for consumers of PESCO.

The Chairman NEPRA presided over the meeting to hear the petition of the Central Power Purchasing Agency (CPPA), which sought to reduce the power tariff.

The Authority had decided to give relief in PESCO bills. The relief will be effected in February 2023 Bills. It is little hope in this situation. The Relief will be in form of FPA( Fuel Price Adjustment) on the units of December 2022.

In today’s hearing, NEPRA approved a reduction in power tariff and the relief of 18.7 billion will be provided in February bills. NEPRA however maintained that a reduction in power tariff will not be applied over the lifeline as well as K-Electric consumers. The power regulator will announce a detailed decision later.

According to the NEPRA sources. The National Electric Power Regulatory Authority (Nepra) has allowed power distribution companies (Discos) to recover Rs 41.938 billion from their consumers for the first quarter of (July-September) 2022-23 under the QTA mechanism.

Although electricity prices are already so high, the common man is suffering to pay the wapda electricity bill. So again it will create a burden on the consumer of all discos.

IMPACT OF QTA ON THE DISCOS

The impact of QRA will vary on every Electricity Distributions companies as shown under

  • IESCO consumers will be of Rs 1.97 per unit,
  • LESCO Rs 2.76 per unit,
  • GEPCO Rs 4.06 per unit,
  • FESCO Rs 3.26 per unit,
  • MEPCO Rs 4.80 per unit,
  • PESCO Rs 1.25 per unit,
  • HESCO Rs 1.77 per unit,
  • QESCO Rs 4.09 per unit,
  • SEPCO Rs 2.31 per unit, and
  • TESCO Rs 3.62 per unit

which will be recovered from the consumers in a period of two months i.e. February and March 2023.

The authority, in consistency with its earlier decision in the matter, has also decided not to include the amount of legal charges requested for the 1st Quarter amounting to Rs 4.2 million and also the amount of Rs 545.55 million requested for the previous quarters on the same account, while working out the instant quarterly adjustments.

As per details, the tariff would range between Rs 1.49 and Rs 4.46 per unit for various consumer categories. The increase was made during the financial year’s first quarter in the adjustment account.

The hike in the tariff will be implemented only for the month of February and March, 2023, and will not be taken into effect for K-Electric and Lifeline customers.

Govt Announced A  Kissan Package 2022

Package Introduction

In line with the proposal sent by the federal government in concurrence regarding Kissan Package 2022 announced by Prime Minister Shehbaz Sharif in October, the National Electric Power Regulatory Authority (NEPRA) Tuesday notified a power tariff cut by Rs3.60 per kWh.

NEPRA mentioned that the Ministry of Energy had filed an application on December 13, requesting the authority to share its concurrence regarding Kissan Package 2022 for a reduction in the price of electricity for agricultural consumers.

Following the request, NEPRA reduced the power tariff by Rs3.60 per unit in their current base rate of Rs16.80. These rates are also applicable to private agriculture consumers of all DISCOs and K-Electric.

PM Shehbaz announced a special Kissan Package worth Rs1,800 billion to facilitate farmers who will be provided loans, sufficient availability of fertilizers at reduced rates, and a reduction in electricity tariff for around 300,000 agricultural tube-wells across the country.

NEPRA NOTIFIED THE FOLLOWING KEY POINT

  • Private agriculture consumers of all distribution companies and K-Electric shall be provided relief of Rs3.60 per kWh in their current base rate of Rs16.80 per kWh
  • Fuel charges adjustments, quarterly tariff adjustments and taxes, and duties shall be paid by the consumers as usual.
  • Additional supplementary grant of Rs28 billion with effect from November 1, 2022, in the head of Tariff Differential Subsidy (TDS)
  • Release the same grant to the Power Division for the implementation of PM’s Kissan Package

“The authority has considered the request of the ministry and observed that the ministry has not requested any change in the NEPRA-determined tariff or revenue requirement of distribution companies.

“In view thereof, the authority has no objection to the instant proposal, as it does not have any impact on NEPRA determined tariff, hence, approved. No adjustment on this account will be allowed in the tariff determination of DISCOs,” the statement read.

Power Tariff cut down in PESCO Bills

In the past several months the FCA fuel cost has been charged to the consumers of PESCO . Now reduction in Fuel Prices on the whole the GOVT has decided to cut down the power tariff. So the meeting was held by NEPRA at its headquarters under the supervision of the NEPRA chairman.

Now it appears that the National Electric Power Regulatory Authority (NEPRA) in Pakistan has notified a reduction in fuel cost adjustment (FCA) for consumers of certain distribution companies like (LESCO | GEPCO | FESCO | IESCO | MEPCO | PESCO | HESCO | SEPCO | QESCO | TESCO) for the month of October 2022. The adjustment will apply to all users except those consuming up to 300 units, electric vehicle charging stations, and agriculture consumers, and will be reflected in their December bills.

NEPRA has stated that this reduction is due to the purchase of 47.77 gigawatt-hours of electricity from Iran’s Tavanir power generation, distribution, and transmission company at a cost of Rs1.01 billion. The contract between the Central Power Purchasing Agency (CPPA) and Tavanir for importing up to 104 megawatts of electricity expired on December 31, 2021, and the cost of the electricity purchased has been allowed on a provisional basis, subject to adjustment once NEPRA decides on the extension of the contract.

NEPRA has also noted that energy worth Rs5.27bn was generated from costlier furnace oil-based power plants in October, and has directed the National Power Construction Corporation (NPCC), the National Transmission and Dispatch Company, and the CPPA to provide justification for this.

The Effect of Power Tariff Cut Down In Pesco Bills.

All the consumers of DISCOS including PESCO will see the effect of this reduction in power tariff at Rs. 32 paisa per unit for the month of October 2022. It will be in form of a Fuel Price Adjustment. As per Fuel prices on international decreasing So the Govt has decided to give the benefits to all consumer of electricity companies.

Reduction in power Tariff @ 32 Paisas.

The reduction in the power tariff of the pesco bill will be effected in December 2022 bill. The amount will be exampt from the bill of pesco company. The reduction rate @ 32 paisa is without taxes after including the taxes it will be 55 paisa. It will effect on the units consumed in the month of october 2022 pesco bill.

Pesco Bill Online FPA hike 0.08 Paisa

NEPRA decided to charge 0.08 Paisa Per unit in the pesco electricity bill in the month of November. This increase is on the units consumed by the pesco consumer in the month of September 2022. Today on the 8th of November the NEPRA has decided to charge this amount for monthly FPA (Monthly fuel price adjustment. According to the CPPA, they demanded an increase of 20 Paisa per unit but the GOVT approved only a 0.08 Paisa increase in the pesco wapda bill in November 2022. This amount will be included in the current month.

Now again the pesco consumer will see an extra amount in the pesco bill in the box of FPA fuel price adjustment. it is a minor increase in pesco bill but it will.

One more thing is that the life line consumer of Pesco will not suffer with the increase in fuel price and as well as the K electric consumer will also not change the fpa.

The FPA will be charged @ Rs. 0.08 in this month.
