Policy and Procedure on Detection Bills

Detection Billing Procedure

1-Detection Billing for the Theft of Energy.

a) While preparing detection bill the provisions of S-26-A, S-39, S-39-A S-44 and S-48 of the Electricity Act, 1910, as amended, shall be complied with strictly.

b) Detection bill for dishonest abstraction or consumption of energy will be assessed strictly in accordance with the provisions of Sectione26~A of the Electricity Act, 1910. Detection bill will be prepared on prescribed proforme attached as Annexure-A.

c) Before service of detection bill, a notice prescribed at Annex-B will be served upon the person whoever is found indulged in theft of energy as defined in Section 39 & 39-A of the Electricity Act, 1910.

d) Detection bills not to be raised against the meters having broken or bogus seals. However, detection bill will be raised in case where, theft has been established.

Domestic Premises:

(i) Normal Premises: Three months detection bill will be charged to the consumer whereas any detection beyond three months will be recovered from concerned WAPDA Employee (S) at “fault”.
(ii) A.C Premises : Six (6) Months detection bill will be charged to the consumer whereas beyond Six (6) months will be recovered from concerned WAPDA employee.

Above decisions are applicable to Domestic Single Phase & 3-Phase meters. and Single Phase Commercial meters only, Industrial connection and 3-Phase commercial connection cases will be decided by the competent authority on merit.

2- Detection  Billing for Direct Hooking.

1-Billing Procedure For Registered Consumers Direct Hooking

Whoever is found to have connected his installations, appliances and apparatus with the works of licensee, for the purpose of supply of energy without its written consent, commits an offense to be prosecuted under Section 39 & 39 A of the Electricity Act, 1910, which requires an FIR to be lodged with Police. Further to compensate the loss sustained on account of theft of electricity, in pursuance of provisions of Section 48 ibid, a detection / assumption bill will be served, as per laid down procedure, to such illegal and unregistered consumers, for assessing the amount of energy deemed to have been dishonestly abstracted, consumed or used for the period direct electrical connection from the aerial line/ supply line through artificial means, the provisions of Section 26-A will be followed strictly. The owner or occupier of the premises which are found, for the time being, connected illegally for the purpose of supply of energy with the works of the licensee are liable for payment of detection / assessment bill prepared and served to compensate the loss sustained on account of theft of electricity.

Billing Procedure For unregistered Consumers Direct Hooking

1) Authorized representative Inspecting Officers/ Detection Teams /Surveillance teams who observe persons consuming energy by using supply from the main supply lines without obtaining a connection from the Distribution Companies, would report the irregularity to the concerned SDO, XEN, S.E. & Chief Executive for necessary action

2) ‘The SDO would allot ‘a universal Raf. No. for billing this category of unregistered consumer by indicating the Sub Division Code which consists of 4 digits, and then add 3 digits of the Figure 8 followed by 4 digit consisting of 0001. These last 4 digits would increase as the number of consumers of this category would increase to show how many persons of above category have been issued detection bill.

For example the detection bill relating to Gulberg Sub Division No. I Lahore would carry the temporary universal Account No. 1511 8880001 for first consumer and Account No. 1511 8880002 for 2~ consumer and for 3rd consumer Account No. would be 1511 8880003 and so on.

3) The SDO would fill in the proforma for detection bill (Annexure-C), get it approvedtom the competent authority and pass on to R.O. for feeding relevant input to W.C.C.

4) The Revenue Officer would arrange entry in the input form (CP-Form-1 36 or 137) and send the same to computer center for billing.

5) The computer will prepare electricity bill and send it to R.O. for arranging the delivery of same to the consumer.

6). The SDO and R.O. would pursue recovery under intimation to the all concerned.

(1)Detection Billing on Account of Slowness

a) In a vigilant system slowness of a meter on mechanical or technical grounds should be detected within one reading cycle or two. Slowness should be determined either with the help of a check meter or by getting the meter tested with the appropriate testing equipment Four proforma, Annexes-D,E,F & G have been prescribed to be used in series for ascertaining / determining and charging of slowness of meters when element of dishonest abstraction or consumption of energy is not involved. Charging on account of slowness will continue till the meter is replaced. Efforts should be made to replace slow meters without delay.

b) The period and amount of energy supplied to the consumer during such time when meter was slow will be determined I assessed after considering results of check meter / testing equipment, consumption pattern, sanctioned load, connected load or any other suitable criteria of the connection:

c) In case where slowness is detected within one reading cycle or two, it will be charged with the approval of load sanctioning authority but CEO will be final authority in all cases. d) In case where slowness of meter was not detected within one reading cycle or two, the detection /assessment bill on account of slowness shall be charged after obtaining approval from competent authority mentioned in Section (2) below.

(2) Approval of Detection Bill

a) The competent authority to approve a detection bill will be the authority next above of the load sanctioning authority.

b) In case where the load sanctioning authority is Chief Executive Officer of the Company or above, the Chief Executive Officer will be the competent authority to approve a detection bill.

c) Detection Bills recommended by the Surveillance Teams I other detecting agencies will be served only after the approval of the competent authorities mentioned at (a) & (b) above.

(3) Accountability

Whenever a competent authority, as defined iii Section (2) above, receives a detection / assessment bill for a period exceeding three months for approval, such authority will ask for fixation of responsibility for negligence in this regard. However, approval will not be held for fixation of responsibility.

(4) Service of Detection Bill

After approval of the detection bill by a competent authority, as in Section (2) above, details thereof will be supplied to the Revenue Officer concerned. He will serve the detection / assessment bill to the consumer along with details as well as reasons thereof. The Revenue Officer will feed amount of detection I assessment bill to the Computer through relevant input form. The computer will issue the separate detection / assessment bill without including it in the current monthly bill. It will be included as arrears in the next current monthly bill. No officer other than a Revenue Officer is authorized to issue detection bill and therefore, manual preparation of detection bill should be avoided.

(5) Revision of Detection Bill

Since utmost care is to be exercised in the preparation of detection / assessment bill in the first instance, there should normally be no occasion to revise it. However, if at all necessity is felt to revise a detection bill on the representation of the consumer then the revision of the detection bill will be approved by a Review Committee as constituted below. However, simultaneously committee will recommend disciplinary action to be taken against those who prepared wrong detection bill in first instance.

(A). For review of detection / assessment bills approved by XEN

i) Superintending Engineer concerned (Convener)

ii) Circle Manager (M&T) (Member)

iii) XEN concerned (Member)

Note: –

Superintending Engineer concerned and one member of the committee will constitute the quorum.

(B). For review of detection / assessment bills approved by S.E or Chief Executive Officer.

i) Chief Executive Officer of DISCO concerned (Convener)

ii) Regional Manager (M&T) (Member)

iii) S.E Concerned (Member)

Note: –

CEO and one member of the committee will constitute the quorum. Meeting of Review Committees will be held on fortnightly basis.

(6) Litigation / Disputers on Detection Bill

a) Neither Electricity Act, 1910 nor the Regulations of Generation, Transmission and Distribution of Electric Power Act (XL of 1997) empower Electric Inspectors of Provisional Governments to assume jurisdiction to entertain complaints and determination / adjudication upon the detection / assessment bills served for theft of energy under Section-26-A of the Electricity Act, 1910.

b) Amount of the detection bill will not be excluded from the current monthly bills except where its recovery is suspended by a competent authority as defined under Clause-C of Section-Xll of the WAPDA Book of Financial Powers or by a court / forum of competent jurisdiction.

(7)Recovery of Detection Bill

In case of default in payment of a detection bill the existing procedures laid down for recovery of arrears including disconnection on account of default in payment will be followed.

SAFETY GUIDE:

  1. Avoid to  use bare wires and conductors for electricity extensions.
  2. Remember to use proper plugs and switches.
  3. Never use electricity cables for hanging clothes.
  4. Please use automatic voltage regulator with delayed start for deep freezers, refrigerator and televisions etc.
  5. For Appliances safety use proper capacitors MCBs (Miniature Circuit Breakers) with air-conditioners.
  6. Keep away and never touch metallic parts of the washing machine, electric motors and pedestal fans with out removing electricity connections.
  7. Use of proper size fuses at each stage to avoid electric shock.

CONSERVATION OF ELECTRICITY

  1. To save electricity cut down unwanted switch off lights, machinery and other electrical appliances when not in use.
  2. Use good quality florescent lamps and mercury vapor lamps in place of conventional electric lamps.
  3. Use electricity saving devices and proper size capacitors for fans, motors i.e. inductive loading.

    SAFETY AT HOME

    There is much more death-causing energy due to the presence of electricity at the available voltage and current. It can also be helpful to replace the light bulb without plugging it in, as touching the straight part of the outlet can kill a person.

All electrical systems can be harmful. Electricity can be “static” or “dynamic”. Dynamic electricity is the even movement of electrons along a conductor (also called electric current). Conductors are materials that allow electrical conduction through them. Most of the minerals are isolated. The human body is also a conductor. Charge builds up at the level of static electricity due to contact and friction with another surface. This contact / friction causes the accumulation of electrons at one level and the loss of electrons at another level. Without a conductor, there can be no electricity. The electricity will create a “path” or “loop”. When a device (such as an electrical appliance) is connected, power from the plug returns to the device and power source. This is also known as making or completing electrical circuits.

        Electric Currant Causes Flowing Injuries.

When people are caught in an electrical circuit, they are injured. Humans are much more adaptable than the Earth (the one on which we stand), which means that if there is no other easy way, then electricity will try to flow out of our bodies. There are four main types of injury: electric shock (fatal), electric shock, burns, and falls. These injuries can occur in different ways.

  • Direct contact with bare dynamic conductors or parts of the circuit. When electrical current passes through our bodies, it can interfere with normal electrical signals between the brain and our muscles (for example, the heart stops beating properly, stops breathing, or cramps).
  • When electricity loads a person through a conductor / power line with a grounded gas (such as air) (providing an alternative grounded path for the electrical current).
  • Objects and materials that burn heat, including electricity that burns, ignite flames that burn heat, or are ignited by electric shock or electrical heating systems. Sudden contact burns can burn internal tissues, leaving only very small sores on the outside of the skin.
  • Heat is spread from heat by an electric arc flash. The ultraviolet (UV) and infrared (IR) rays emitted by arc flash can also damage your eyes.
  • An arc blast can include a potential pressure wave released from an arc flash. This wave can cause physical injury, collapse of the lungs, or create noise that can damage your hearing.
  • Muscle cramps or shock reactions can cause a person to fall off a ladder, scaffold, or air bucket. Falling can cause serious injury.

        Precautions To Be Used if I Think I Am Too Close To Overhead Power Lines?

Do not work near power lines. When working, driving, parking, or storing equipment over power lines above 15 meters (49 feet), contact Pesco. If you need to be near power lines, you should first contact Pesco and we will help you. If your car is connected to the mains:

  • Don’t get out of the car.
  • Call Pesco 1122 Customer Support for assistance.
  • Wait for the Pesco staff to arrive and they will tell you when to get out of the car.
  • Never try to save another person if you are not trained to do so. If you need to get out of the car (for exampPle, your car is on fire), jump as far as possible – at least 45-60 cm (1.5-2 feet) at any time, or do not touch the load or the ground. …
  • Keep your legs, feet, and arms close to your body.
  • Keep your legs together (groping) and move forward, changing legs.
  • Never spread your legs, or you may be subject to psychological shock or electric shock.
  • Move at least 10 meters away from the machine before taking the smallest step.
  • Do not enter electrical substations or other specified locations.

      Some General Safety Tips To Avoid From Serious Loss When Working With or Near Electricity?

  • Inspect the carry cord and connected components, extension cords, power rails, and electrical fittings for damage or wear before each use.
  • Repair or replace damaged equipment immediately.
  • Always press the extension cord against walls or floor as needed. Nails and staples can damage the extension cord, resulting in fire and risk of injury.
  • Use extension cords or devices rated for current or power levels.
  • Be aware that excessively hot or hot warehouses can be a sign of unsafe electrical wiring conditions.
  • Connect all cords or extension cords to these outlets, and use only if wiring has been checked by a qualified electrician.
  • Always use a ladder with non-conductive side rails (such as fiberglass) when working on or near power or electrical lines.
  • Keep halogen bulbs away from flammable materials such as fabrics or curtains. Halogen lamps can be very hot and can cause a fire. Wet or humid places are more susceptible to the risk of electric shock.
  • Install ground fault circuit breakers (also called circuit breakers) because they will shut off electricity before death or serious injury occurs.
  • Use a portable built-in circuit breaker if you are not sure that the circuit you are plugging into is shielded from the circuit breaker. Make sure the open receptacle crates are made of non-conductive material. Know where the board and circuit breakers are in an emergency.
  • Clearly identify all circuit breakers and fuse boxes. Each key must be clearly identified in relation to the store or item to which it belongs.
  • Do not use plugs or cables that expose wires.
  • Do not use a portable cord and electrical appliances connected to an outlet with the screens removed.
  • Do not block access to panels, circuit breakers or fuse boxes.
  • Do not touch people or electrical devices in case of electric shock. Always disconnect the power supply first.

     Some Tips For Working With Power Tools?

  • Switch all tools OFF before connecting them to a power supply.
  • Disconnect and lockout the power supply before completing any maintenance work tasks or making adjustments.
  • Ensure tools are properly grounded or double-insulated. The grounded equipment must have an approved 3-wire cord with a 3-prong plug. This plug should be plugged in a properly grounded 3-pole outlet.
  • Test all tools for effective grounding with a continuity tester or a Circuit-breaker before use.
  • Do not bypass the on/off switch and operate the tools by connecting and disconnecting the power cord.
  • Do not use electrical equipment in wet conditions or damp locations unless the equipment is connected to a Circuit-breaker.
  • Do not clean tools with flammable or toxic solvents.
  • Do not operate tools in an area containing explosive vapors or gases, unless they are intrinsically safe and only if you follow the manufacturer’s guidelines.

What is Net Metering in Pakistan?

Introduction:

For Pakistani consumers who intend to build or own a renewable energy facility, electricity policy is called a net meter in Pakistan. This electricity policy allows them to generate electricity not only for their own needs, but also to provide additional capacity in the national energy system. This additional energy is then used during periods of low consumption or during periods when the renewable energy facility is not producing enough energy to meet the needs of consumers. In such cases, the user will be compensated in one of two ways: Pay less utility bills Pay more energy than you need The agreement stipulates how consumers will receive compensation through the appropriate disco. In September 2015, NEPRA issued net metering rules that allowed Pakistani discos to buy more electricity generated by consumers to channel it to units used on the grid. According to these rules, each PNN customer with a three-phase connection can use the installation of a network metering unit for renewable energy on a small scale – 1 kW – 1 MW. Renewable energy is a long term energy solution. During the life of the system, solar photovoltaic technology provides access to economical energy sources. Net Metering in Pakistan: How to Apply?

Net Metering Application: Each applicant who complies with the DPR requirements under the NEPRA rules submits their application along with the required documents to the applicant’s office.

Acknowledgement of the application: The receipt of the application is then confirmed by Disco, which will notify the applicant when the application has been fully completed. This will be done within 5 business days after receiving your order.

In case an application form is incomplete: If any of the applicable information is incomplete or if you have not provided the requested document, the applicant will notify Disco of providing that information or document within 7 days of sending the notice.

Initial Review:

Once your application has been received and completed as required, an initial review will be conducted to determine if the applicant meets the communications requirements, subject to additional requirements. This initial review will be completed within 20 business days.

Preliminary review: Technical feasibility  

When initial verification indicates that the proposed equipment is unacceptable, Disco will return the request within 3 business days and the applicant will be informed of the reason.

AGREEMENT

After meeting with the disco, the applicant is eligible to become general manager and both parties will sign an agreement. This will happen within ten business days.

GENERATION LICENSE

A copy of the agreement between the parties will be sent to NEPRA within 7 business days after the applicant signs the disco agreement.

CONNECTION CHARGE ESTIMATE

Following this agreement, regardless of whether Disco decides to modify or upgrade the network, Disco will provide the applicant with a CCE (Connection Fee Estimate) to facilitate the proposed connection, which includes installation. M.

Applicants who need no modification or upgradation, will not receive a CCE, directly after the agreement.

CCE: PAYMENT OF

The applicant will submit the CCE (connection fee estimate) to the relevant bank, after which he will inform the disco office in writing.

This payment should be paid as suggested in the CCE, dispatched by the DISCO in 20 days after it was issued.

INTERCONNECTION FACILITY:

Once paid by the applicant, the installation and handling of the connector proposed by the authorities will be handled by the disco within 30 days. This is because the alternator is distributed by NEPRA after checking the breeding license.

FEE:

The charges which will be paid for the authorization of net metering in Pakistan at the suggested facility are as stated below:

  • The distributed generator will be responsible for all costs associated with the interconnection facilities, including the installation of the meter at the interconnection point.
  • Distributed generators can manage the additional costs that mainly arise from discos.
  • In addition to the provision and maintenance of interworking services, improvements can also be made to the system.
  • The one-time shutdown fee, as shown below, will be paid by the NEPRA Distributor Distributor via a payment order for the issuance of the Generation License.

Often people don’t know that the applications for PESCO new connection are accepted online too. They visit PESCO service offices. After lot of hard work they can manage to get a connection but  if you can get a PESCO connection just by submitting an application while staying at home. Then no need to go to offices for a new connection.

Now you don’t have to go to the PESCO office to learn how to apply for a new connection or get an application form. Here we will tell you about an online portal where you can apply for a new connection to PESCO.

Below are the details of the application procedure, step by step, for your convenience. So you can apply online for a new connection to PESCO.

  • First of all, go to the PESCO website for downloading the form and submitting the application online. PESCO website is pesco.gov.pk.
  • Then, click on the “New Connection Option”.
  • After that, click on “Apply New Connection”

After clicking on the “Create a new connection” option, you will be able to view the application form. After viewing the form, here are the steps to help you apply for a new connection online.

  1. First, you need to select the type of connection and its purpose. Whether you need home, commercial, industrial, agricultural transport, Tube well, temporary, utility service, residential settlements or street lighting connection. Choose the option that suits you.
  2. Now enter NTN and STRN.
  3. After that, there will be a list of different energy companies for the respective regions and areas. Here you must select “PESCO” to connect to PESCO again.
  4. Then , select your sub division.
  5. After choosing a unit, determine your state, that is, whether you own or rent land.
  6. You will then need to enter your credentials such as CNIC, your name, your father’s or mother’s name, current address, and contact number.
  7. After entering your credentials, enter your contact information. If it is the same as above, check the “As above” checkbox.
  8. Then you will need to enter the details and information about the building and the area.
  9. Next, select the company that installed the meter and attach the necessary documents.
  10. There you will see some conditions. Please read it carefully and check the box “I agree” for further actions if you agree.
  11. Finally, hit “Submit” and you’re done! Your application has been sent to PESCO.

This is the age of the internet, and if you use it right, you can do whatever you want. Instead of spending a lot of time and frequent office visits, you can submit forms online at home. Under tariff A-1, there shall be minimum monthly customer charge at the following rates even if no energy is consumed.
a) Single Phase Connections: Rs. 75/- per consumer per month
b) Three Phase Connections: Rs. 150 /- per consumer per month
A-2 GENERAL SUPPLY TARIFF – COMMERCIAL
a) For Sanctioned load upto 5 kW – 30.25
b) For Sanctioned load 5 kW & above 500 – 31.93

Under tariff A-2, there shall be minimum monthly charges at the following rates even if no energy is consumed.

B – INDUSTRIAL
B1 Up To 25 kW (at 400/230 Volts) – – 26.83
B2(a) Exceeding 25-500 kW (at 400 Volts) 500 – 26.33

For B4 consumers there shall be a fixed minimum charge of Rs. 500,000 per month.
C – SINGLE-POINT SUPPLY
C -1 For supply at 400/230 Volts – –
a) Sanctioned load less than 5 kW – – 30.93
b) Sanctioned load above 5 kW & up to 500 kW 500 – 30.43
C -2(a) For supply at 11,33 kV up to and including 5000 kW 460 – 30.23

Under this tariff, there shall be minimum monthly charges of Rs.2000/- per consumer per month, even if no energy is consumed.
Note:- The consumers having sanctioned load less than 5 kW can opt for TOU metering.
E – TEMPORARY SUPPLY TARIFFS
E-1(i) Residential Supply – – 34.53
E-1(ii) Commercial Supply – – 30.64
E-2 Industrial Supply – – 27.91
For the categories of E-1(i&ii) above, the minimum bill of the consumers shall be Rs. 50/- per day subject to a minimum of Rs.500/- for the entire period of supply, even if no energy is consumed.
F – SEASONAL INDUSTRIAL SUPPLY TARIFF
 125% of relevant industrial tariff
Note: Tariff-F consumers will have the option to convert to Regular Tariff and vice versa. This option can be exercised at the time of a new connection or at the beginning of the season. Once exercised , the option remains in force for at least one year.
G- PUBLIC LIGHTING
G Street Lighting – – 29.93
Under Tariff G, there shall be a minimum monthly charge of Rs.500/- per month per kW of lamp capacity installed.
H – RESIDENTIAL COLONIES ATTACHED TO INDUSTRIAL PREMISES
H Residential Colonies attached to industrial premises – – 29.93
