⇒CONNECTION DATE:  The connection date is the year and date when your connection is installed on your premises.

⇒CONNECTED LOAD: Connected load means a load of your house, shop, industry, and tube well at the time of using electricity.

⇒BILL MONTH: Billing month is the month on which your consumed units bill is generated.

⇒READING DATE: The date on which the meter reader takes the reading of your meter.

⇒ISSUE DATE: When the pesco bill is generated by the Computer Center or printed by the CC

⇒DUE DATE: The date when you have to pay your pesco bill is called the due date.

⇒CONSUMER ID: Pesco consumer id is consisted on 10 digits. pesco consumer can check their bill by using their consumer id.

⇒REFERENCE NO: The pesco bill reference number is the key to checking pesco bill. it is consist on 14 digits.

⇒OLD A/C NUMBER: Old reference number is shown when the reference number is changed due to ratification or change in the area of electricity by the authority. Then the new reference number is allotted to the pesco consumer

⇒LOAD:  Pesco bill load is the load that is approved by the authority on the demand of consumers When the consumer of pesco apply for new connection then pesco consumer fill the form how much load he needed.

⇒TARIFF: Pesco Tariff shows that what kind of connection is running at the site. It may be domestic, commercial, industrial or agricultural etc.

⇒FEEDER NAME: Feeder name shows your area of electricity or line named.

⇒METER NO:

Meter No is the id of your meter installed at the site it is printed on the meter and inside the software of digital meter.

⇒PREVIOUS READING:

It shows the previous month reading on which you pesco bill was issued.

⇒PRESENT READING:

Your pesco bill will be generated on the present reading. It means current month reading status.

⇒MF: 

MF stands for Multiplying Factor. it is normally 1 for the domestic, shop, agricultural connection. But where there is lots of use of electricity there will be a slow meter installed with MF more than 1.  The units calculated with more than 1 mf by multiplying the advance units with mf. MF can be changed due to fault in meter or when meter becomes slow.

⇒UNITS:

In this box you will see the difference of previous and present reading. These are units which you have consumed during the month

⇒STATUS:

Status shows the condition of your meter. If your meter is ok then there is nothing in this box. But when there is fault in your meter there will be a message of Defective , when your meter is disconnected there will be P-DISC and when your meter is changed by authority then there will be Replaced. IT can also be when it is restored form P-Disc then its status will be Re-Connection.

This section will cover all the charges which goes to the PESCO Head. It means the company collect the amount. Following charges are included in this

⇒UNITS CONSUMED:

It is the totaly units consumed during the current month

⇒COST OF ELECTRICITY:

It is the pure cost of electricity without any tax. it shows only the amount after multiplying with units rate

⇒METER RENT:

If you have got pesco electricity connection on installments then there will be some amount in this box every month till the amount due is over.

⇒Fix Charges:

Fix charges are shown when you have an industrial or agricultural connection. it is based on the rate per Kwh.

⇒SERVICE RENT:

If your are using WAPDA pole for your own business then you will have to pay service rent

⇒FUEL PRICE ADJUSTMENT:

Fuel price adjustment is the rate difference b/w the actual cost and sale cost. Fuel priced charged after two month from the date of cost calculated. It can be debited to the consumer and may be credited to the pesco consumer. It is only charged when the cost price increased.

⇒F.C SURCHARGE:

Financial cost charges.

⇒QTR TARRIF ADJ/DMC:

Quarter Tariff adjustment. the consumer who consumed more than 300 units will charged quarter tariff adjustment.

⇒GOVT CHARGES:

⇒ELECTRICITY DUTY:

ED  it is the cost per units @ 1.5%

⇒TV FEE:

To save Pakistan Television the govt add a tax which named as TV FEE. It is 35 rupees for domestic and 70 rupees for Shop.

General sales tax that all the consumer have to pay on the electricity bills.

⇒INCOME TAX:

⇒BILL ADJUSTMENT: If there is change in the PESCO bill, it may be reading verification, fuel price adjustment or any other change in bill will appear in the adjustment box.

⇒INSTALLEMENT: If you can not pay bill and want to make a part of payment. On the approval of authority your bill will be divided into 2, 3,4, or as many part allowed by authority. this box will show the number of installment.

⇒SUBSIDIES: If GOVT give some relief to the consumer of PESCO then it will appear in the subsidies box.

⇒TOTAL FPA: After including all the tax of FPA the amount will appear in the Total FPA box.

⇒PAYABLE WITHIN DUE DATE: it is the actual amount which you have to pay within the given due date.

⇒L.P.SURCHARGE: LPS mean late payment surcharges. if you don’s pay your PESCO bill in time or in due date and now you want to pay your bill after date then you have to pay the fine. it is called Late payment surcharge.

⇒PAYABLE AFTER DUE DATE: It will be the total amount after including the LPS. it is the amount after the due date.

The National Electric Power Regulatory Authority (NEPRA) on Thursday approved a hike in the power tariff by Rs.0.1918  Paisa Per Unit on PESCO Bills on account of the monthly fuel adjustment (FPA) for August 2022.

It is a very alarming situation that the power tariff of pesco already changed. The cost of electricity become tripled as compared to the last three months. Now the NEPRA has announced the Fuel Price Adjustment in the electricity bill of pesco as well as all other distributor companies. The PESCO electricity bill will be a nightmare in OCTOBER, 2022. It will be very difficult for the consumers of PESCO to pay the bill.

According to the details, the power tariff was hiked on account of August fuel charges, which will apply only to PESCO October bills.

However, the regulator also announced Rs 4.87 Per Unit reduction in fuel cost adjustment (FCA) for K-Electric consumers for power consumed in August.

The FCA for KE would be lowered by Rs4.87 per unit in August against KE’s petition for Rs4.21. The decision will provide a relief of over Rs7 billion to consumers.

As for the prices of Petroleum have been decreased on the International level the GOVT should reduce the cost of electricity.

NEPRA has changed the Base Tariff Rate from October 2022 onwards. The new rate are so complicated and very high in Price. The common man can not offered & survive with these rates. There are two main category of consumer declared by NEPRA. One to them is protected (life line consumer) and other is non-protected consumers. Here is list of life line consumer rates given below.

Protected & Non-Protect Consumers-PESCO

PROTECTED CONSUMER

According to the Pesco Official that the consumers who use the electricity units ≤ 200 in last 6 month continuously are considered as a protected consumer and will charge lowest rate per unit. If the protected consumer use more than 200 units in a month will not remain in the category of protected consumer unless he use again less than 200 unit continuously for 6 months.

The protected consumer of Pesco will pay the FPA for the month of June @ 3.89 per unit.

So to protect yourself use under 200 units per month to get more benefits and save your money.

Once you fallout from protected category than it will take a long time near about six month to come back in protected consumer list.

non- protected consumers

The consumer who use more than 200 units in a month are fall in the category of non-protected consumers. The non-protected consumer will charge the high rate per unit than the protected consumer.

But one thing for the non-protected consumer that if they have consumed 300 units or less than 300 then they will pay no FPA for the month of June 2022. The reasons is that they already paid high rate of units in the previous month.

If you want to be a protected consumer then you will have to use 200 units or less than 200 units for 6 months continuously.

A LIFE LINE CONSUMER

One interesting fact about a unique consumer of Pesco Company. This consumer that use only 50 units or less than 50 units per month is called a life line consumer of the pesco company. A life line consumer pay only the minimum and fix charges for 50 units.

 NEPRA May Allow Charging Pesco’s Consumers Rs4.34/Unit FPA on July ,2022 Units

According to authentic sources the news has come out that NEPRA may charge 4.34 per units in lieu of FPA. This increase may effect in the billing cycle of September ,2022. Already there is issue raised between the authority and the consumers of the X-Discos. Although the base tariff has been revised already. The cost of electricity has been doubled in the last two month. The increasing in the cost of electricity making much harder for a common man to pay the Pesco bill.

The Govt should need to re-think about its decision before to set into action. Again the raise in Fuel Price Adjustment (FPA) will disturb the whole WAPADA community. There is possibility 100% if i am not wrong there will be conflict between the consumers and Company.

So the Authority must think about the anger of people and the consumer of pesco. If the NEPRA apply the fuel price adjustment in the moth of September 202 @ 3.34 Per Unit then this will be almost 5.25 Per units with including all taxes.

As keeping in mind that the whole country in miserable condition due to flood. The GOVT should not take these kind of steps.

Fixed Tax Rolled Back By Govt

Pakistani Govt has decided to roll back the flat tax regime introduced in the Finance Bill 2022 for retailers to pay sales tax through electricity bills.

The government took the decision after strong protest from stakeholders, which include service providers who do not come under the jurisdiction of the federal tax authority.

To assess the fixed tax regime, a meeting of the Ministry of Finance was held on August 4, 2022 to complete the collection of sales tax through electricity invoices.

The meeting was chaired by the Minister of Finance Dr. Miftah Ismail. In the meeting, it was decided that the flat tax regime introduced by the Finance Bill 2022 will be withdrawn from the outset and retailers will continue to pay tax as before (pre-Budget) mechanism and rates. The meeting decided that for the next three months, i.e. From July to September 2022, previous tax rates will continue to apply to retailers.

It was decided that the government will assess the situation and announce a new tax rate from October 1, 2022.

To amend the Fixed Tax Ordinance, the FBR will implement the necessary legislation as soon as possible.

A fixed rate of tax was introduced and FBR started enforcing it through electricity bills with effect from 1 July 2022. The power company on behalf of FBR applied a fixed tax on all commercial connections irrespective of the nature of the companies, including service providers.

The illogical use of the flat tax regime caused great outrage from some quarters, forcing the government to review its decision.

The Federal Tax Ombudsman (FTO) recently launched an investigation into a complaint received regarding the collection of sales tax through electricity bills.

FTO issued a notice on 29 July 2022 to the Minister, Department of Revenue, Chief Commissioner and Commissioner of Large Tax Payers Office (LTO) Karachi in a complaint filed by Ms. Fauzia Salman against illegal and unlawful collection of taxes through electricity bills by K -Limitado sa Elektrisididad.

The FTO ordered an investigation into the complaint. The tax administrator is ordered to submit a response to the allegations contained in the complaint.

The complainant had earlier sent a letter to K-Electric, a power company in Karachi, and forwarded it to the chairman of the Federal Bureau of Revenue (FBR), the federal ombudsman and chambers of commerce, Fauzia pointed out that his company Month. electricity bill, which includes: an additional tax of 3 percent; additional tax/retail tax of 5 percent; and a newly introduced sales tax of Rs 6,000 for retailers who are inactive tax payers.

LHC Seeks Answers on GST collection from E-Bills

The Lahore High Court (LHC) on Wednesday heard a petition against collection of General Sales Tax (GST) on electricity bills.

Justice Shujaat Ali Khan was hearing a petition by citizen Nasir Salman against collection of GST through electricity bills. The court issued notices to the other respondents, including the Federal Bureau of Revenue (FBR) and WAPDA, and sought their reply on August 22.

The petitioner named the Prime Minister, President of Pakistan, Chief Secretary FBR, Chairman WAPDA, Law Minister and Ministry of Information as respondents to the petition.

The public prosecutor is newly collected from small traders and retailers through electricity bills illegally. According to him, traders who do not consume a single unit of electricity should pay for it.

The petitioner said that the government’s low inflation claim has been exposed. He said that the Prime Minister is no longer ‘Sadiq’ and ‘Amin’ (honest and trustworthy).
The court also asked the prime minister to question the sharp rise in prices of petrol, gas, electricity, medicine and other essential items. The petitioner urged the LHC to set aside the orders to levy GST on electricity bills. After the first hearing, LHC Justice Shujaat Ali Khan sought response from FBR, WAPDA and other respondents.

The meeting was adjourned until August 22.

The federal government, through the Finance Bill 2022-23, has imposed a fixed tax levy on retailers through electricity bills.

Earlier, the Lahore High Court (LHC) banned the collection of Rs 6,000 fixed monthly GST on electricity bills of lawyers.

The LHC Rawalpindi was hearing a case on a petition filed by the Lahore High Court Rawalpindi Bar Association regarding the collection of sales tax from bar associations. Justice Tariq Saleem Shaikh termed the move to impose general sales tax of up to six thousand rupees on electricity bills of law firms as illegal.
The court said that the collection of GST on electricity bills is invalid and the amount should be refunded to the lawyers. The court noted that attorneys are not salesmen or salespeople subject to sales tax.

Tax Exempted From PESCO Bills

Good news for the consumer of Pesco Compamy that On Thursday, the federal government decided to cancel the fixed tax regime on electricity bills for small entrepreneurs who will benefit from it for a year. This was announced in this regard by Federal Minister for Finance and Revenue Miftah Ismail and Federal Minister for Power Khurram Dastgir Khan.

Miftah Ismail said Prime Minister Shahbaz Sharif and Maryam Nawaz had given instructions to look into the matter and after a day-long analysis, the government decided to withdraw the fixed tax for small traders within a year.

However, Khurram Dastgir said the old system will remain intact for the first three months of the current fiscal year and the government will discuss the flat tax regime with traders after three months.

It is worth mentioning here that the government has introduced a flat tax for small businessmen on their electricity bills in the FY23 budget. According to the decision, commercial electricity bills up to Rs 30,000 will be charged a flat tax of Rs 3,000 from July 1, a tax of Rs 5,000 will be levied on bills between Rs 30,001 and Rs 50,000, while charges above Rs 50. 000 but less than Rs.100,000 will be subject to a flat tax of Rs.10,000.

The above fees apply to small business owners and sellers who are registered in the List of active taxpayers and have settled all fees for the years 2020 and 2021. Those who do not submit them will automatically be charged a double amount.

Recently, it came to light that unregistered consumers with zero or minimum units were charged a monthly tax of Rs 6,000 on their electricity bills.

Then Finance Minister Miftah Ismail announced a change to the scheme where up to 150 units of electricity consumption are exempted from tax. It also removed the condition of collecting double amount of tax from unregistered traders, besides providing immunity from tax assessments, audits and raids by FBR officials.

According to FBR, there are around 900,000 retail shops in Pakistan and the government wants to bring 300,000 of these shops under the tax net.

Overwhelmed by inflation, rising oil and food prices, Pakistanis were in for a shock when the National Electricity Regulatory Authority (NEPRA) on Thursday decided to hike electricity tariff by Rs. 9.89 per unit.

According to the National Regulatory Authority, the rate increase occurred as part of the fuel price adjustment(FPA) for the month of June200.

This decision has imposed an additional burden of billions of rupees on electricity consumers. The increase does not apply to lifetime consumers.

The amount of fuel price adjustment will be appear in August Bill 2022. It is very sad news that the consumer of Pesco already bearing difficulties in paying the regular bill and this increase will create extra burden on the Pesco consumers. This will apply on all the other companies of WAPDA.

The pesco bill will be night mare for the consumer of pesco. The GOVT must think about the increase in FPA on regular braise. On the other hand the GOVT says that the increase in fuel price at international market they have to take such kind of steps. May in future there will be relief for the consumer of pesco.

NEPRA  Approves Three Phased Rs7.91 Hike In Power Tariff

According to the NEPRA official the NEPRA is going to revise the base tariff by 7.91 in three phases respectively. The increase will be effect from July,200.  August 2022 and September 2022. Authority of NEPRA decided on Friday that Federal Govt give permission to increase in base tariff up to 24.82 per unit which is right now 16.91 per unit. The authority had earlier determined a rate hike and communicated its decision to the federal government, which proposed a flat rate for end consumers after including subsidies and surcharges. for all electricity distribution companies (DISCOs) and K-Electric.

The NEPRA chairman said during a hearing on Thursday that the authority has fixed the rate while maintaining the dollar rate at Rs 200, which has now reached Rs 226. “NEPRA’s job is to approve the rate while it is the government’s right to provide subsidy,” he added.
However, Power Division officials informed the authority that there will be no hike in tariffs for lifeline and protected category consumers and said the government will provide a subsidy of Rs 220 billion so that at least 50 per cent of consumers will not be affected by the latest hike.
It is important to note that earlier, after hearing, the authority had forwarded the decision to increase by Rs 7.9/unit to the power ministry and asked the government to issue a notification in this regard. The authority approved the increase due to increase in fuel prices, cost capacity and impact of rupee devaluation. Following the NEPRA decision, the Shehbaz Sharif-led coalition government also approved a huge incremental hike in the basic electricity price by Rs 7.91 per unit and directed the authority to take another step in this regard.
The tariff hike for FY23 has been set at Rs 24.82 per kilowatt hour (kWh) on a national average, up by Rs 7.9078 per kWh from the earlier fixed national average tariff of Rs 16.91 per kWh. from NEPRA.
According to NEPRA, electricity distribution companies (DISCOs) include Multan Electric Power Company (MEPCO), Gujranwala Electric Power Company (GEPCO), Hyderabad Electric Supply Company (HESCO), Sukkur Electric Power Company (SEPCO), Quetta Electric Supply Company (QESCO). Peshawar Electric Power Company (PESCO) and Tribal Electric Supply Company (TESCO) submitted a multi-year tariff petition for FY21 to FY25, while Islamabad Electric Supply Company (IESCO), Lahore Electric Supply Company (LESCO) and Faisalabad Electric Supply Company (FESCO) submitted annual request for adjustment within the framework of the already permitted multi-year rate.
Power Purchase Price (EPP) is projected at Rs 1,152 billion, while capacity costs including NTDC and HVDC costs are projected at Rs 1,366 billion and total DISCO revenue requirements including DISCO margin and prior year adjustment (PYA) are projected at 2 Rs , 805 billion with projected sales of 113,001 GWh. Profit also noted that MEPCO, GEPCO, HESCO, SEPCO, QESCO, PESCO & TESCO had earlier approved investments of around Rs 406 billion for their distribution investment program over five years, while sanctioned DISCOs reduced T&D losses from 13.46 to 11 .70 percent for FY23.
